At any major city bank, or at the kiosks at international airports. Or you can do it at most small local banks if you give them some advance notice.
You can go to a main airport and they usually have currency changers there. Some banks offer it too.

I just came home to the states for vacation from the philippines and i have a lot of pesos that i brought back. i want to exchange them for american dollars while im here. is there anywhere i can exchange philippine pesos into american dollars?
