Unfortunately it is all too easy for a scam artist to obtain a temporary phone number and ip address which can be discarded once the scam is complete.
Even in cases where the Police are able to prosecute offenders (which is rare), you will find that you are probably just one of countless victims and the perpetrator lacks the money to repay the debt.
Report it to the police. If anyone can do something (legally) about it, they can.

Hello, I live in the uk and have been scammed online through skype, a person told me he was going to ship some computer parts if i gave him some virtual money (Bitcoins) which can be converted to real money. I then gave him the virtual (money) then he said ive been scammed. All i have is his ip address and his mobile number.
