PayPal is safe but there are a million scams regarding cars and boats and Paypal. Your buyer should be wanting to see the boat and in that case he can pay you cash. The scam is a fake paypal payment advice or a stolen credit card used to fund the purchase and most likely, he sends extra for shipping which you are expected to send via Western Union to the shipper. And that's the scam. The money you send off is gone, the PayPal payment is fake or from a stolen credit card and youve lost your money. Sell your boat to someone "normal" ie a person who sees it in person and pays cash. The only Paypal payment to take would be via "gift" payment and from a verified Paypal user.
PayPal is safe.
However, many scammers use fake PayPal emails to try and scam people selling things.
If the person is buying the boat sight unseen, you are most likely dealing with a scammer.
He will send you an email that looks like it is from PayPal but it is fake. It will tell you the the funds are pending until you enter the tracking number from the shipment. Of course, as the email is fake, there are no funds.
Things to look for:
1) Buying sight unseen = SCAMMER
2) Poorly worded email = SCAMMER (The scams tend to originate in West Africa)
3) Claims to be out of the country temporarily = SCAMMER
4) Claims to be a US military service person = SCAMMER
5) Claims to be a reverend, pastor or priest = SCAMMER
6) Wants the item to be shipped oversees = SCAMMER
7) Mentions "item" in their email and not the boat specifically = SCAMMER
Be careful. Ask yourself, would you by a boat sight unseen?
The scam emails are slick. I've seen some that looked like they came from Paypal.
The email will talk about holding onto the money for 21 days, but when you sign onto Paypal, you won't see any money. Paypal ALWAYS shows the pending money.
A likely scam, unless the buyer is known to you. better to demand payment at time of delivery,
and get buyer's d/l number andd address. lawsuits for bad paper are generally impossible without that data, as you will have to serve process.

just set up your account on paypal.com and go :)
