I'm pretty sure that the franchisee who has sunk a crap-ton of their own personal money into their franchise that they have a good idea of how much staff they need and can afford. Perhaps they will just suck it up and work harder on busy days. Perhaps the boss will work the floor on busy days. Perhaps some employees will be recalled if needed.
Just because your last job never did this doesn't mean that's the way it "is."
That being said, you are entitled to your opinion and it's good to see you thinking about things. Perhaps you may own/run your own business someday. These are all good learning opportunities.
It's common when restaurants first open to hire too many people and then let some go.

So I work at chicfila and we just opened up our business over 3 weeks ago and sales were great at the beginning, but according to my boss this weeks sell was only 60% of the first 2 weeks so he cut hours and let about 8 of us go (I was let go) I just think its ridiculous to make such a hast decision so early, I'm 19 and I have restaurant experience and from experience I realized that business will have its busy weeks and slow weeks, and my last job never did this. I think its too early to start letting people go as this was our first slow week.
