Most taxicab laws are enacted as municipal ordinances, not state laws.
For instance, one online article for Atlanta cab-driver applicants mentions that you need to meet residency requirements, citizenship requirements, English proficiency, submit fingerprints and photos, attend special driving classes, not to mention having a "clean" driving and criminal record.

personal insurance will not cover this - you'll need an expanded policy.
I live in dekalb county georgia (atlanta) and I'm interested I starting my own taxi service because this is a big city and not everyone has their own vehicle or the patience to catch the bus or train so they take cabs. I already have my personal car which I would transform into the first cab until I make enough money to buy more car to lease out to other drivers. All I know so far is that I need a business license, and a taxi opporating permit for each county that I wus to opporate in. I've search the internet to see if there's any other special licenses I need from the state but I can't find anything so can you guys please tell me what you know?? As I said I'll be using my personal car, I'm going to download a dispatching software, buy a meter online, have my company name and number out on my car and set up a website, flyers and business cards for promotion. As far as me using my personal car I see that every taxi in this state had a special license plate that says taxi. Where do I get those from?? Also will my personal insurance cover me or will I need a business policy?
