Try in Mixaweb.com. I found this guys a couple of days ago thanks to Answers. Good price and the quality seems really good. The only thing, they need the images and texts before starting. And they don't have their own hosting service. But they recommended me Hostgator to hire my domain and host. No monthly or yearly costs. It's like a design studio online. I'm already waiting for my website. I will tell you more.
If you just want to display static content like only written content, it is much easier to create a website on your own using wordpress.com blog. Or there is blogger by google. Both will provide you free website address and hosting. Unless you want a dynamic website like an ecommerce store, stick to free options. Or simply create a facebook page for your business
If you want the free route, some college students are looking to build their resume and will probably build you a site just for the experience. Don't go to those template sites, your business is unique and your website should be too. I use them purely for ideas.

I am a small business owner and I want a website. Where do I find a designer and how much on average will they charge? Will I have to pay monthly hosting charges? And what programs if any will I need on my computer?
