You design it and actually create a prototype or model of the bag. Then you make an appointment with the buyer at the store and show her the bag. You'll have to have a price in mind and have done your homework (set up a manufacturer, gotten a price estimates, have credit lined up [since the manufacturer won't produce the order without cash], and all the stuff to make a quantity of the handbags available).
If you want to give up the rights to the bag, you can identify someone who already makes and sells something close to your idea, create a prototype, and then make an appointment with whomever designs or creates their products and try to sell the bag to them.
Make a prototype and show it around. Get orders. Have them made and there you go. Someone may copy your idea, that's just life - get a next idea and repeat and learn!
