In most states you need to be licensed. It will require an exam and perhaps a practical test where you bring a friend and do their nails. There are also laws governing the atmosphere, and your family home might not meet the guildelines. Look up the law in your state. Until you are licensed do it for free.
Ask for a job at all of your local hairdressers, you will be lucky if one of them hires you on minimum wage to do nails for ladies as they get their hair done.
