You cant escalate for 4 days.
I ask this question because I have just open a case that “item not as described” in eBay Resolution Center and the seller has the opportunity to response until September 3, 2014. Will the escalate button visible on 9/3/2014 or 9/4/2014? Now when I go to Resolution Center to view my open case, I don't see the "escalate button" yet. The seller sent the wrong item to me and not willing to refund and saying no return. Me and the seller have back and forth few times communication through the Resolution Center but cannot come to an agreement. The seller wants me to accept the wrong item.
What steps should I do to enable me to see the "escalate button to eBay" on 9/3/14 or 9/4/2014?
