They both do but u can get a bunch more for a dollar at dollar tree!
I'm not sure about Target, but I THINK Wal-mart has them...I remember getting them there once. I know that Michaels has them, but thats a craft store. Hope I helped :) Good luck finding them...and have fun doing whatever your going to do with them!!
