I don't think you got scammed necessarily. Since it is coming from China, I would give it a few more days. Luckily, both Ebay and Paypal have many buyer protections in place for this type of thing. I would make 1-2 attempts to contact the seller and inquire about the status. Then I would start the claims process through Ebay. They will either follow-up on the item and/or follow-up on refunding what you paid, as well as penalizing the seller.

If they are in China, you cant expect much. They may not be aware of the shipping date and when you email, it is translated to Chinese and there can be miscommunication. They might have said that just to get someone to buy it. I would never buy from China, and very seldom buy from any foreign country. You have to wait until the shipping date has passed before you can complain. What date does the listing say it will arrive to your location, thats what you go by.
BTW what kind of feedback and rating do they have? If it is good, there is no reason to worry.

Did you check their feedback rating before buying? Always red the feedback. Many sellers has lost my business because of poor feedback.
i dont know anyone ordering from china who has gotten scammed i buy from there alot of the time i play on ebay and i get all my items in perfect condition so no worries just give it time, as they are in china ya know lol
give it a week. if it does not even get marked as shipped, open an "item not recieved" case.
you have 45 days to open a complaint. after 45 days they are in the clear-- so do not let them tell you to "just wait a little longer"
I paid for an item 5 days ago on eBay and it was $76. The description says it will be shipped within one business day but every time I check it says it hasn't shipped. I sent a message to the seller but got no response so I sent another one a few moments ago. I paid through debt card. Did I get scammed? Can I get my money back? The item is from china.
