On their website, Posten indicates they carry out import clearance for the recipient. If the parcel contains merchandise with a total value of up to 1300 crowns, the recipient will not be required to pay any customs, but will have to pay VAT. A Posten tracking update like 'under tariff treatment' or 'held by customs' would indicate that the parcel is in the hands of Posten and their internal customs department is in the process of registering charges.

The following information was located in link 1 below, under the item titled 'What applies to imports to Sweden?'
"The customs clearance specifications are enclosed in the parcel and include costs for VAT, duties and Posten’s import declaration fee. The amount must be paid in conjunction with the distribution/delivery of the parcel. For private individuals, Posten’s fee for the import declaration of goods is SEK 100 incl. VAT. For imported parcels that are delivered to the recipient, duties and import VAT are sometimes paid directly to the driver. Amounts exceeding SEK 10 000 are paid by money order. The money order should be made payable to Posten Meddelande AB."

It's probably in Sweden already and is awaiting Swedish Customs clearance. Like all Customs agencies all over the world, Swedish Customs can hold your parcel for as long as they want, or until they get a chance to look at it, whichever comes first.
Nothing is scanned while it is in transit or in Customs. After it clears Customs, it will be turned over to the Swedish postal authorities and then it might be scanned (depending on how Sweden handles this).
It's in transit. Unless you use EMS, regular postal services between the US and Europe can be pretty slow sometimes. A week to 10 days. It will be in the Swedish system when it actually arrives at a Swedish facility and gets scanned into the system. It's probably sitting in one warehouse or another. Patience ????
