In Tulsa, Oklahoma, there is a small car shop in the northeast side of the city that is runned by an 70 year old guy. I'm not going to reveal his name but he has greasy hair, attitude, and is very sloppy. Anyways, he is a shyster. I wanted to buy a 1948 Cadillac from him; this car needs a lot of work, however I saw him drive it 5 years ago and it sits in the same place he left it. He said he would sell it to me for $3000 but he required an early deposit that he says would let him know i want to go through with the purchase, so i gave him $200 to start the car and he wrote me a receipt that said: "if the car does not start as promised, then the amount is refundable". I checked back in a week and he said it was not done. then another week he said it was not done. I finally went back up to his store and argued about the delay and wanted my money back because it was taking too long. He reused to start the car after saying he got the car in enough order to start and drive. I'm wondering if i can call an agency that can deal with business owners that cheat their customers out of money.
