Yes, it means you will get it that day if someone is home. If nobody is home to get it, UPS will leave a sticker on the door with instructions for redelivery attempts or you to arrange pickup.

Normally they only give you a date.
I would say they tried to deliver it @ 10.30 today.
They should have left you a card saying they have tried to deliver and telling you your options.
Have it redelivered to your address on a date you specify
Have it delivered to yourself at a different address (Work for example)
Have it delivered to a neighbour on a date specified
You can collect it from the depot, They will give you address and times
The thing to remember is they normally only hold items for a maximum of 7 days as they have limited storage facilities
