Yes it's totally fine, they do that to verify your bank account and to link those two together. The money stays in your PayPal balance as far as I remember
What?!?!!? Tell the bank admin. That's a serious prob. They have zero right. If they refuse tell the police.
Contact PayPal to see why they charged you. If you disagree, ask the bank to reverse the payment.
They take a Token amount to verify the card. Was the amount more than 1.00 dollars/pounds?
