I have a friend that claims he lowered his monthly electric bill and that i can lower mines if I just send him a pic of my bill to him and refer to him 15 people he would be able to lower my bill and qualify me for free energy as well. I know it sounds strange but I need a second opinion.

How well do you know them? That's what I'd go off before handing anyone a bill with a name and address on, they can be used for proof of address when applying for jobs, loans, what have you.. There are people who even search residential waste bins for things like that.

If your in a state with multiple sources you can probably shop suppliers on your own, that information is so vague I would not act on it, could be selling solar cells or efficient windows.

He should be paying more for those 15 references than some vague promise of savings.

It sounds like one of the energy MLMs (aka.....pyramid schemes) that are available in some states.
