The reason you've been advised to contact the SSI Dept. is because they've the answer's to your mother's questions. They hold the key to her answers, since these are personal questions pertaining to her own social security number, and thus might be, one of those case by case scenario. Therefore, like most have indicated, please contact the SSI directly, and is the best answer we can give you. I personally wouldn't want to mislead you in the wrong direction, and I wish the best for you, and your mother on your quest for answers.

If she applied for Social Security Disability, SSDI, she should get retroactive benefits to her official disability date, no matter when it is approved. If she applied for welfare disability, SSI, there is no retroactive payment.
Your mom needs to contact your local office or call the toll free number. No one here can answer your question. We would be speculating. Social security is the only one that can give you the answer.
the place to look is the ssi website - www.ssa.gov and if the answers are not there, then either call, send an email, or they may have a chat service available
