...rules like:All employees are required(while on the clock only)to only speak English & fully understand English.I don't have anything against foreigners speaking their native language but I does upsets me extremely when I visit a popular fast food place like Mc Donald's or Burger King and 6-10 times they get my order wrong,what upset me the MOST one day was when I ordered a double cheeseburger and the employee asked me what number was on my receipt si I told her number 25 and so she gave me the bag and walked away and when I looked inside it WASN'T my order so I went back there and demanded my right order and the Assistant manager was there and tried to insinuate that it was my fault that I received the wrong bag and I then told him that the bag I received was the one the employee gave me and he just shut his mouth.I have noticed that most of the employees are foreign immigrants and it would be a great idea in my humble opinion that they should hire Americans only.We are in America,the restaurant is American ,SPEAK & UNDERSTAND English for God's sake!!!!

I've worked in fast food. The screw-ups that you describe happen with all english speaking crews.
No there shouldn't be a requirement. If a restaurant wants a staff with limited english, that's their call. If they want a crew that only speaks Klingon, that's their call.
If you don't like the service or food or decor or number of parking spaces or portion size or uniforms or english competence that you get at a restaurant, then eat elsewhere.
