I have a discover bank card and I need to get $5000 off of it by tomorrow. The ATM withdrawal limit is $500. What are other ways that I can go about getting the money. If I write a check to someone else will they be able to cash the check and get the money immediately?

Take it to a bank and tell them you want to make a cash advance from it. Cash advances against a credit card is an expensive way of getting money, You are going to get hit with a 2-3% fee and many times they have a 26% interest charge by Discover.

Banks DO have $5000 available, so don't worry about that. It's probably best if you take it to your bank.

Is someone has $5000 in the bank, they will be able to cash a $5000 check IF the bank has $5000 sitting around to give him. But most banks don't have this kind of money, you have to order it which will take 2 or 3 days.
