Don't carry enough cash with you to purchase things that you typically would. Every time that you want to buy something, think about your goal and rethink your purchase. Start a separate savings account and deposit money into it every month (or more often, if you would like). Set a goal of depositing a certain amount every month.
As for the social anxiety, try to start getting out of your comfort zone around people little by little. I know that it's difficult, but it will help. The sooner you start, the better it will be later. Try to find a job that doesn't require a lot of social interaction. Maybe a paper route or mowing lawns?
Think twice every time you go to spend some money. Ask yourself "do I really need this?" Hang picures of cars in your room to remind yourself what you're saving for.
As for the social anxiety, well, I have it too, and hiding away from the world is the worst possible thing you can do. You need to get out there and work through it. If it's really that bad, there's therapy & medications for it. But as the above poster said, don't use it as an excuse, or you'll never achieve any of your goals.
Cut lawns and help seniors do odd little jobs that they can't do. Put flyers in their mail boxes. At a flea market, put flyers on the parked cars. They need all kinds of little things done. Find a neighbourhood where a lot of elderly people have houses, you'll find jobs and they will pay you more than others would. I also understand about social anxiety, so this is next to no interaction with people....which would be great for you. Do not buy clothes on impulse, it is not possible to save that amount of money in a short time if your spending it straight away. :)

Sometime within life you cant close a door but have to do what you have to do so that you could get exactly what you want. You are 13 yrs old. You cant afford to be picky. Alot of working adults cant save 10k or have 10k. Be a jack of all trades by having your hands within everything(legal of course)

Every time you're about to spend your money, ask yourself if you'd rather have "this" or a CAR. It will help - that is, if you REALLY want the car.
As for social anxiety, many, many people have that. We deal with it. If you are going to allow being nervous to prevent you from doing anything that makes you nervous, you need medical treatment and/or therapy. ALL of us feel nervous and yet we still function.
1. Ask your parents to help you open a savings account at a local bank and DON'T get an ATM card.
2. NEVER carry cash you won't NEED before returning home. It is amazing how many things you won't buy if you have to go to the bank first.
With social anxiety, you're going to have a difficult time dealing with driver's education training, being in a car with your instructor, and simply dealing with all the other drivers on the road.
As for your impulse buying, before you shell out any money, ask yourself "which do I want more, this item, or my education/car, whatever you want." Put the money away immediately upon receipt, and stay out of stores! Don't fuel your impulses. Although you seem to have no problem with "social anxiety" when you shop. . .
You need to do something about your social anxiety, impulse spending, etc, a lot more than you need a car. Deal with it, or you're not getting & maintaining a job to afford a car!
