I would certainly suggest handing it in to the police station and reporting the loss! Imagine how the other person must be feeling! Put yourself into their position and think; if that was your wallet and your money that was lost, wouldn't you want someone else to to hand it in? How grateful and delighted would you be if another person found your money or your belongings and instead of keeping it, they returned it? You can take comfort and happiness in the fact that you have done the right thing morally speaking. Not only that, but legally speaking as well, as it could be classed as stealing by some authorities.
Also, taking some of the money and handing the rest in isn't an appropriate option either! You're still taking part of that money, and then lying about how you found the wallet in that condition is almost as bad as keeping the entire thing for yourself! Hand in the full amount, it's the honest and decent thing to do.
BTW, I get that "knowing you did the right thing" may not seem like very much, but believe me it is! There is so much bad in this world, do something good for once!
Depends; you could have a small windfall but feel ashamed of the dirty memory, or feel good about yourself for doing the right thing.
If you've got some medical or massively urgent, lifechanging need for the money... that's one argument. If you'd just quite like to keep $1100 to save/ spend on something cool... that's not a very good argument :p
Morally, You need to put forth an effort to find the owner and return it, in one piece. How would you feel if you lost your wallet with your recent pay in it, and someone took it because you didn't notice that you dropped it? The fact that you are asking this type of question, shows you have shady morals. Be a good person. Life really is that simple.
If it doesn't belong to you, it is not yours to keep. The real owner will be delighted to have found an honest person, and any thank-you reward will be honestly earned and will make you feel great. If there are contact details or any way of finding out who the owner is (bank cards etc.) use those to locate the real owner, otherwise hand it in to a police station.
If the money were just laying on the ground by itself, without the wallet and identification, that would be one thing. But surely there is identification in the wallet also which indicates the owner of the money. This could mean everything to this person. It could be their rent money. There should be no question here. Return it to the person to whom it belongs. If it were your wallet, what would you want the person who found it to do?
I'm sure the wallet contains the ID of its owner; you should track that person down and return their property to them. I did this a few years back and turns out the guy who had lost his wallet had one arm; I'm sure he had enough challenges in life.
In the long run of life, $1100 isn't very much money; you'll get a lot more value out of the karma of doing the right thing.

You said it's in a wallet, so check to see the name in the wallet and find out their phone number and call them. There are probably other important things in there like a drivers license or health care card that they need and shouldn't have to replace. So give it back to them.

It is better to handover to Police or the Transport department. If it is possible to contact them overphone, i is still better. The person who has lost the wallet might be worrying He will have immense pleasure once he gets back th amount and that is real satisfaction for us.
