If a stadium is planned to be built, with, say, 300k out of the private investor(s) pocket and 400k forked out by taxpayers, how are the taxpayers refunded?

Is it an actual repayment - structured however those things are be structured (I imagine years after operation begins, like many start up loans)?

Any return would go to the authority that owned or part owned the stadia (plural of stadium not stadiums). In theory this would lower the taxes that the authority would have to charge you in future. In reality it increases their spending addiction.
