Buyer Scam?

I sold a tea set to a buyer in Chile. The tracking revealed that the package was delivered only a week after the buyer's order. However, 45 days after the order the buyer opens an item not received case saying they never got the item. I uploaded tracking and they said they were going to the post office to see what happened. Now they are telling me the post office said it was delivered to the wrong location(possibly? they weren't sure) and the buyer themselves was charged $40 in customs charges. Firstly, this buyer has been on ebay for almost two years with only 3 feedbacks which is sketchy. How can soemone be charged customs for a package they don't have? I feel like I'm being scammed and his person is making this up. What do you think? The case has been open for 10 days now and I'm just hoping that I can keep them busy until the case closes from taking too much time or ebay closes it in my favor cause I have tracking and delivery confirmation.

It is out of your control, you did your part and sent them their package with proof of tracking. That's all that PayPal needs, so you'll be fine.

I wouldn't trust anything delivered outside the U.S.

if it comes to that point, tell ebay/Paypal that they said they were charged the Customs fee, which means they DID receive the package

you know this is a scam, the feedbacks are sketchy... you screwed up
