A prepaid card does not work at an ATM by default - you have to apply for a PIN, and moreover, a prepaid card often will charge you to get your own money back from an ATM. Not a great deal.
A debit card attached to a bank account works at the bank's ATM machine, without extra charges to get your money. Such a card usually also has a Visa or Mastercard logo, and works like a credit card for buying things. However, it is possible to request an ATM card that does NOT have the logo, and is only good for doing ATM transactions. If an ATM-only card gets stolen, it's useless to the thief without the PIN number.

The difference is that your ATM card is usually linked directly to your bank accounts, while a debit card is usually issued by a credit company; the company might use your bank account to extract the money, but you usually have an account with them, which needs to have cash in it.
