More likely a scam artist would have given you specific instructions to make the transfer, so it would be a simple and cast as possible.
One encounter with scammers

Some have suggested that fraud is the 3rd biggest national product in Nigeria, there was a pop song glorifying the practice "I Go Chop Your Dollar"

Unless this is an immediately family member, you don't. If this is someone you met online it's a scam
If it is a family member, the amount depends how you send it. A bank transfer is going to be cheaper than Western Union. You need their bank account details then ask your bank if they do transfers to Nigeria. Some don't because of fraud.
The better question is.....Why do you want to send $500 to Nigeria?
Nigeria is the scam capital of the world.
If you have been promised something in return (like a loan, prize, inheritance, etc.) it is SCAM. There is no money and the scammer is only after yours.
This is called an "Advance Fee Scam" or "Nigerian 419 Scam".
As the others say, it's very likely a scam.
Don't send the money.
Unless your brother is in Nigeria and you're sending money to him, odds are you're being scammed. Who are you sending it to and for what?
