legally that money would be put in to a trust that only a legal guardian ad lidem could allow access but not access themselves. The guardian ad lidem is niether family nor personal friend, they're usually paid lawyers. at 18 the trustee has minimal access to the funds at 21 they're allowed full access.
Depends on where they got it - it might be held in a trust for them until they reached a certain age, maybe 21, 25, 30. If they earned it, they'd probably have it right away. Inherited or some kind of legal settlement, trust.
