I called paypal customer service and they said unless the merchant accepts the PAD option on their behalf it wont be available for you even though your account was approved to do so.
It is NOT available with all sellers. They have a choice to not use it. If you look in the "payment" section it will say Seller requires payment immediately

It's a Paypal thing not a seller thing, so it works on all sellers :)
theres a slight catch to it, it becomesyour default way to pay
even if you want to pay now you have to change in your paypal
profile
