He's trying to do an offsite transaction so you have NO protection from EBay.,as already mentioned he has already been charged by EBay.
Never do this. Either pay through EBay or cancel the sale
You won't be protected by paypal if you do this. In fact if you report it your EBay account will be closed for breaching Ebay's terms. You won't get your money back
Think about it, it he didn't want to pay Ebay's fees,mshe would have listed on craiglist or another no-fee site. A guy I work with was scammed out of over $1000 doing an offsite transaction like this and Paypal refused to help him because he didn't pay through Ebay so he breached the Terms of Use
When they take you away from somewhere secure to pay they are usually scamming. Does he want you to send the money by Western Union or a similar wire transfer service, or a green dot card? They are untraceable, and irreversible whereas paypal isn't and it's not even allowed in some countries because they are hot beds for scammers. Don't pay in a way that can't be reversed, ever. If they won't accept a method that can be reversed then they are most probably conning you and don't want you to get your money back when you realise.
Paypal still offer some buyer protection, but he is bypassing the whole Ebay system including your ability to provide a rating on the transaction.
Certainly there is some added risk.
if he listed it thru ebay - he will already BE charged - do NOT deal outside of ebay - you will have no protection from scam and he sounds like a scammer
Look at it this way; he's admitted to trying to rip off eBay. What makes you think he won't do it to you too?
