Contact the seller first of all, to check the item is still on the way. From some countries standard shipping can take up to a month. Remember to mention to the seller in your communication that your item has already been paid for and now you've noticed there has been a change in shipping availability to your zone.
Be respectful and courteous in your correspondence and you will be more likely to receive a positive response.
If they do not respond by the second email, which should be no more than 4 days later then contact eBay or Paypal for a refund.
why would you expect it to only take one week to get to you in another country? 2-3 weeks is more like it
