What can I do? I already reported him. Should I try to write a letter to ebay? This dude has a lot of ratings, but he does have some negative feedback saying he trying to get an item without paying. It seems like he's taking advantage of seller without tracking number and expensive items. So far this is my first case.
Sorry that this happened to you, but unless you have tracking or at least a receipt from the post office the buyer will win. Do you really think that USPS is going to remember YOUR package over all the other mail that they get?
You don't mention exactly what this object was. A ring in a regular envelope can easily get stuck in post office machinery. Likewise an unscrupulous post office personnel could have recognized the feel of the package as a ring or whatever else it was and opened it.
This guy probably saw you coming as a newbie a mile away. I know because I got scammed my first time. Someone didn't want to pay the shipping cost that I had posted in the listing. Live and learn.

3.Check the user's accepted methods of payment
4.Make sure an item isn't damaged or counterfeit
5.If you receive an item that was falsely typed about, you should contact the seller, demand a refund, and send the item back.
unresponsive to emails and the buyer's history. The thing that caught my eye at first is when you sell something on eBay, you get an email from eBay first saying your item sold. Then usually when they pay through paypal you get another email from paypal saying they have sent payment. Well in my case, I got the email from paypal first and then the notification email from eBay. I found that very odd as I've sold over 20+ items on before eBay and never once got paypal's email before eBay's. Whether it was a mishap or scam, I couldn't take the risk of losing my expensive camera gear, so i opened a case to cancel the transaction and refunded the money back to the seller on paypal.
Well my ebay scam is kind of the opposite...what I do is TELL them I mailed it in a regular letter with a stamp...even though it's fairly valuable and then when they don't get it I just call them a liar and report them! (But I didn't send anything! Shhhh!)
They're always like, "That's crazy, why wouldn't you at least send it certified or something?" Just what a lying liar would say!!! (Although. like I said, in my particular case they are actually telling the truth and I am the guy lying!)
But now after reading your question I am going to also accuse them of taking advantage of me for not having a tracking number and expensive stuff! Oh, I just had a good idea....email him back right now and tell him you sent his refund and he should be getting it soon!

There is not much you can do if you have no way of tracking your mailings. PayPal works juxtaposed with Ebay exactly for this issue. Using a Pay Pal account you can setup, Paypal allows you to print shipping labels that can be tracked. I strongly suggest you use PayPal or postal tracking postage for all your mailings or you will be having the same outcomes over and over. I have sent items also regular mail and also have had customers claim it was broken, stolen, and not recieved. I finally used tracking labels and all is well.
can you prove he got the item .? you can;t say he scammed you if you have no proof he got it
this is why you should have sent it via registered mail or ups and required a signature by the buyer , that guarantees he got it since he has to sign for it
if you failed to protect yourself by cheaping out and using regular mail then the package could easily have been lost in the mail or stolen from his mailbox meaning he did not get it
in the end ebay will err on the side of the buyer , its your responsibility to get insurance on the parcel and require a signature on delivery
next time don't be cheap , spend the extra money on registered mail or ups and get that signature because the way it is now you can not even prove you sent it let alone that he got it
Just look up the tracking number which will tell you about delivery. If you didnt get one, you have no case. He will win if he puts a claim in. No one can do anything. You can put a trace on the item after 30 days at the post office.
You believe he's scamming you, and he probably is. Unfortunately you can't prove it, so he'll win. And no, USPS isn't going to help you since there was no tracking on it.
