It's raining heavily and the winds were strong enough to knock out the power.
Yes they deliver in the rain. The only days they do not deliver are Sundays and national holidays.
The Postal Service Creed ("Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds") was actually written thousands of years ago in description of the ancient Persian equivalent of the Pony Express. It's inscribed on the main Post Office center in New York, NY, but it's not the official motto of the post office.
Despite their modern technology, however, yes, an occasional delivery delay due to rain happens.
However, postal carriers have a supply of waterproof bags and other tricks for dealing with uncooperative weather. You also bear some obligation to keep your mailbox in good repair so that your mail has a reasonable expectation of safety.
My mailbox leaks pretty bad, and my coupons and other junk mail often show the effects.

Would you be working outdoors in such a weather? So why should the mailman?
they will deliver. if wet, they will wrap it in plastic and place next to your door. if too heavy rain, they will leave you a note.
Rain snow or shine!
You can wait a day to get your Redbook...
