I purchased the laptop off eBay and the seller shipped it via chinapost. It said it left Guangzhou airport but then in the forums, it said that they don't accept laptops. If you want, here's the tracking #: RI430003465CN. The seller is luckylazuli and I feel like I got scammed.

The tracking number is UPS format but not currently valid, could be they just gave you an fake number.

Personally I would leave it to the processionals to direct import from China, if you think you were buying a brand name there's a high probably of getting a counterfeit.

Just don't let too much time pass you only have 40 days to make a paypal charge-back request, some sellers have been known to string people along with promises until that 40 days passes then they go black.

Obviously yes. You can't buy a computer like this for $30, anywhere. You just lost $30. Consider that a stupid tax and move on, because wow, if you think this is legit, life's going to throw you a lot of curveballs. Time to get a bit more critically aware of your surroundings here.

You didn't state your payment method, but if you paid via Paypal then open a dispute with them. Otherwise open the dispute directly with eBay.
