Likely to be mildew not mould and yes, your lifestyle could have caused this.
Was the house covered in mould/mildew when you moved into it? Is the roof leaking?
If you answered no to both of those questions then it is time to roll up your sleeves and start being a better housekeeper. Dip a rag into a bucket of soapy water with a little bleach and start wiping down the walls and floor. Keep going until the house is sparkling. Then keep the heat on 24 hours a day (18 is fine, no need to be warmer than that) and open windows when the weather is nice. If you are jobless you have plenty of time to do this. Parthenogenesis is not a valid reason for a dirty house.
I'm betting that you never see any mould/mildew again.
Just ask yourself what your living accomodation would be like if the Lithuanian government was providing you with a free house ? (Been reading your other posts!)
Like others have said, its likely to be your own fault - not opening windows is a major cause. If the mould wasn't there when you moved in, then the only way it could have started is because of things you are doing in the house !
In the meantime contact Citizens Advice and see what they have to say. And while you are waiting to hear, like Politically Correct says, get your sleeves rolled up, fill a bucket with bleach and water and start scrubbing !
Sorry but the Council is correct. ALL houses private or Council need to be aired every day or we will all get mould. It is NOT cold in the UK, we have been basking in high temps for weeks. If you dry washing indoors, or don't open the windows after a bath or shower, you will get warm damp air. My kitchen window is always open when I cook.
The problem is caused by your lifestyle, not the house.
Wash the walls with bleach, put on a jumper and open the windows.
If that does not work then contact Environmental Health.

What you should do is find a job... You are in public housing and don't really have a right to complain all that much.
What can you do? Write letters and try to convince them that something is wrong with your unit. That being said, if they don't have the money for repairs, they don't have the money for repairs. Your alternative is to live on the street.
